Welcome to St. Thomas Development

Located near the Lower Garden District, the St. Thomas Housing Development began construction during the Great Depression under Franklin Roosevelt’s New Deal. Originally an all white public housing project, it later became populated by African-American New Orleanians 20 years later when its white residents found housing in the suburbs which were not, at that time, available to African-American New Orleanians. After a long struggle with crime and poverty, the city voted to demolish the projects, and built the mixed income River Garden apartments on the location.
